Buyer seeks to establish a multi-year agency partnership for media planning and procurement across various channels and program areas. The contracted agency will provide media strategy, planning, buying, performance monitoring, and select creative services. Campaigns will utilize County, State, and Federal funding sources. The buyer requires experience in reaching diverse communities and working with culturally specific media outlets.

• 9/10/2024 - Closing date for all questions
• 9/19/2024 - Proposal Due Date

• Experience working with culturally specific and/or community-based media outlets
• Demonstrated ability to reach communities historically excluded from dominant modes of disseminating information
• Prepared to begin services on January 1, 2025

• Develop media strategies for hard-to-reach residents with barriers to media access
• Create culturally relevant messaging and ad placement strategies
• Submit detailed media plans with calendars, flowcharts, and audience delivery estimates
• Negotiate, manage, optimize, and reconcile media purchases in digital and traditional placements
• Provide campaign-specific online dashboards with performance metrics
• Coordinate with Hennepin County's in-house creative team or other creative agencies
• Produce and execute creative concepts and messaging for select campaigns
• Provide translations using local residents and native speakers
• Monitor media spend against retention, inquiries, visits/tours, and enrollments
• Deliver post-campaign summary evaluations with analytics on reach and ROI
