Buyer seeks proposals for comprehensive daily safety presence in Union Square and Yerba Buena neighborhoods. The program aims to support ongoing safety ambassador work and enhance the safety environment for visitors, businesses, and public spaces. Buyer will award grants to create and implement a HEART Corridor Safety Plan for each area, coordinating with existing city services and stakeholders. The program focuses on providing both direct safety activities and indirect community engagement efforts.

• Be a nonprofit 501(c)(3), 501(c)(4), or 501(c)(6) organization
• Be in good standing with IRS, California Secretary of State, and Registry of Charitable Trusts
• Not be debarred or suspended from participation in local, State or Federal programs
• Have a physical location within Union Square and/or Yerba Buena neighborhoods

• Develop a detailed safety plan for Union Square or Yerba Buena neighborhoods
• Establish coordination mechanisms with alternate area awardee and City agencies
• Deploy and oversee safety ambassadors in the designated area
• Provide training to ambassadors on de-escalation and referrals
• Manage grant requirements including programmatic and financial reporting
• Coordinate with law enforcement and existing City ambassador programs
• Develop benchmarking to track success of efforts
• Communicate about the program to the general public
• Procure and oversee subcontracts with safety ambassador vendors
• Regularly meet with OEWD and alternate area awardee to discuss updates
