The buyer seeks a consultant to assist with implementing a five-year EPA Brownfields Multipurpose grant. The project focuses on historically disadvantaged neighborhoods in Pueblo's Y Zone. The consultant will conduct environmental assessments, create area-wide plans, manage site cleanup, and assist with community outreach. Tasks include Phase 1 and 2 assessments, developing a Quality Assurance Project Plan, and incorporating green remediation techniques.

• Completed at least 3 EPA Brownfields or related EPA projects within last 5 years
• Experience assisting municipality implementing EPA grant
• One full-time Colorado licensed professional geologist
• One full-time Colorado professional engineer
• One full-time Environmental Professional as defined in ASTM 1527-21
• Five years' environmental professional experience
• Experience with Quality Assurance Project Plans
• Experience conducting community outreach and public meetings
• Experience with historic preservation related to Brownfields/EPA, NEPA and Section 106

• Conduct Phase 1 and Phase 2 environmental site assessments
• Create area-wide plans for neighborhoods
• Manage at least one site cleanup project
• Assist with public outreach and stakeholder meetings
• Develop Quality Assurance Project Plan (QAPP)
• Conduct hazardous building materials surveys
• Assist with site eligibility determinations
• Prepare Analysis of Brownfields Cleanup Alternatives (ABCA)
• Assist with EPA reporting and grant management
• Incorporate green and sustainable remediation techniques
