The buyer is seeking an experienced urban planning firm to create a new 20-year Comprehensive Plan. The buyer has experienced substantial economic and population shifts since the last adopted plan in 2003. The new plan should reflect current planning trends, economic and housing trends, and community needs. The buyer aims to integrate multiple smaller-scale planning efforts with resident input to guide the city's decisions, policy, and overall direction.

• Analyze proposed goals against City Code of Ordinances
• Deliver final comprehensive plan document with graphics
• Produce condensed version of goals and strategies
• Ensure all documents are web and print-ready
