Buyer seeks a qualified consultant to facilitate a collaborative strategic planning process. The consultant will develop a five-year plan for 2025-2030 that advances the buyer's mission and vision. Key tasks include stakeholder engagement, data analysis, goal setting, and plan drafting. The final plan should be ready for presentation to the Board of Trustees by October 2025.

• Experience developing strategic plans for higher education institutions
• Knowledge of unique challenges and trends in higher education
• Group facilitation and stakeholder engagement skills
• Experience with organizations of similar complexity to UT System
• Ability to conduct large-scale data collection and synthesis

• Create and manage overall project plan including timelines and milestones
• Conduct environmental scanning and benchmarking analysis
• Facilitate stakeholder engagement through interviews, focus groups, and surveys
• Compile and analyze data from stakeholder engagement and environmental scanning
• Assist in identifying strategic issues and defining priorities
• Lead drafting of five-year strategic plan with goals and objectives
• Develop implementation and communication plans
• Deliver final presentation and documentation
• Provide ongoing advisory support for initial implementation phase
