- Determine if disparities in MWBE utilization are attributable to discrimination
- Recommend programs to remedy discrimination and reduce barriers for MWBEs
- Identify best practices and policy recommendations for developing MWBE capacity
- Conduct legal review and prepare corresponding report section
- Collect and analyze anecdotal information from surveys, interviews, and focus groups
- Conduct regression analysis and prepare corresponding report section
- Present findings to City Council, GUC Board, and other stakeholders
