• Experience preparing economic development strategic plans with actionable strategies at local government level
• Experience with market studies and economic analysis

• Analyze existing data, plans, reports and studies
• Conduct community engagement with targeted business outreach
• Define City roles and responsibilities relative to local and regional partners
• Update elements of existing 2022 Market Study
• Develop five-year strategic plan with actionable strategies
• Establish implementation framework to track progress and prioritize initiatives
• Identify Short Term (1-2 years) and Medium Term (2-5 year) action items
• Produce Economic Development Strategic Plan as final deliverable
