Buyer seeks a qualified consultant to develop a communications plan and outreach materials for educating the community about a proposal to replace the Island County Jail. The project aims to provide resources for county officials to effectively communicate the need for a new facility. The work includes creating a communication plan and messaging for various media, to be executed by county personnel leading up to a ballot measure in early to mid-2026.

• Experience developing communication material for voter-approved ballot measures
