- Maintain active SAM registration during contract period
- Not be debarred, suspended, or excluded from federal transactions
- Have valid Unique Entity Identifier (UEI)
- Comply with 2 CFR Part 200 requirements
- Have 3 years experience preparing Consolidated Plans
- Have bachelor's degree in related field
- Experience collecting regional housing and economic data
- Experience complying with HUD rules and regulations
- Prepare 2025-2029 Consolidated Plan
- Administer Community Development Block Grant program
- Monitor affordable housing developments for compliance
- Prepare annual compliance report
- Conduct community meetings and public hearings
- Collect and analyze housing and community development data
- Develop maps using CPD Maps or GIS software
- Prepare Action Plans and CAPER reports
- Administer sub-recipient contracts
- Process sub-recipient invoices
