The buyer seeks a qualified professional services contractor to support its Housing Choice Voucher Program. The contractor will assist with administrative policy reform, operational compliance, training, and other administrative supports. Key tasks include updating policies to comply with HOTMA, facilitating community engagement, and providing technical assistance. The contract term is up to three years with an optional two-year renewal.

• Ability to analyze data, research policy, and communicate findings
• High level of oral and written communication skills
• Deep knowledge of HUD regulations applicable to housing programs
• Experience with large-scale policy writing
• Ability to support organizational and operational changes
• Familiarity with Fair Housing regulations and systemic racism barriers

• Update administrative policies to comply with HOTMA
• Develop end user communication and marketing materials
• Facilitate community engagement sessions
• Update Administrative Plan and Standard Operating Procedures
• Provide operational compliance and accountability support
• Develop and facilitate technical assistance trainings
• Support voucher termination actions and informal hearing reviews
• Assist with annual review of HCV Program Payment Standards
• Support new waitlist development and marketing
• Recommend executive and line-staff HCVP training events
