• Create predevelopment plan for new construction or rehabilitation project
• Demonstrate capacity to ultimately develop proposed project
• Partner with experienced developer if needed
• Provide evidence of site control or ownership
• Develop resident services plan for target population
• Demonstrate community engagement approach and implementation plan
• Create financing plan for immediate use of predevelopment funds
• Assess walkability and neighborhood amenities of proposed site
• Align project with county greenhouse gas reduction goals
