- Create predevelopment plan for new construction or rehabilitation project
- Demonstrate capacity to ultimately develop proposed project
- Partner with experienced developer if needed
- Provide evidence of site control or ownership
- Develop resident services plan for target population
- Demonstrate community engagement approach and implementation plan
- Create financing plan for immediate use of predevelopment funds
- Assess walkability and neighborhood amenities of proposed site
- Align project with county greenhouse gas reduction goals
