Buyer is seeking grant proposals statewide to build, strengthen, and enhance community capacity within native Hawaiian homestead communities. Projects should improve existing homestead services and be beneficiary-driven. Buyer aims to help HHCA beneficiaries become Homestead Lessees, increase capacity of beneficiary organizations, or implement community visions. Partnerships between beneficiaries and non-beneficiaries are encouraged to apply.

- Demonstrate majority of current clients/participants are native Hawaiian beneficiaries of HHCA
- Have IRS tax-exempt nonprofit status or be registered as nonprofit under Chapter 414D or 421J, HRS
- Provide Certificate of Vendor Compliance from State of Hawaii
- Improve, strengthen and/or expand existing homestead services
- Serve DHHL homestead lessees
- Implement community capacity building projects
- Track and verify homestead lessees receiving services
- Submit quarterly grant and financial reports
- Present to Commission meetings on project islands
- Prepare a community outreach plan
- Involve beneficiaries in project planning and implementation
- Develop sustainability plan for project after grant period
- Collaborate with homestead community-based associations and other organizations
