• Perform comprehensive architectural and engineering evaluation of Historic City Hall
• Conduct asbestos sampling and testing
• Produce building program requirements and three concept plans for Municipal Court use
• Develop three alternative options ranging from minimal to comprehensive
• Prepare report of options and recommendations for improvements
• Prepare conceptual construction cost estimate for all items and options
• Prioritize construction needs and develop phased master plan
