Columbus Metropolitan Housing Authority

The buyer is seeking proposals from affordable housing operators for Project Based Voucher contracts. Properties may be existing qualified units or new construction located on one parcel or contiguous land parcels. Priority is given to projects for very low or extremely low-income persons and those providing permanent supportive housing services. The buyer will award up to 120 vouchers for a 15-20 year contract term. Proposals must meet eligibility criteria and provide on-site supportive services with an emphasis on healthcare.

• Extensive experience developing and providing permanent supportive housing services
• Experience managing communities with project-based voucher rental assistance
• Experience developing and managing affordable housing communities
• Property management experience, preferably in federally assisted affordable housing
• Financial soundness as determined by CMHA
• Not barred from participation in federal contracts
• In good standing with CMHA

• Provide safe, affordable housing in a community setting
• Execute a 15-20 year assistance contract
• Negotiate contract rents within subsidy standards
• Provide on-site supportive services with emphasis on healthcare
• Conduct environmental review compliance tasks
• Complete subsidy layering review compliance tasks
• Manage property in compliance with HUD and CMHA regulations
• Ensure prospective occupants meet eligibility requirements
• Maintain units to Housing Quality Standards
• Document on-site supportive services
