The buyer is seeking information for the acquisition of an Automated Protocol Exchanger (APEX) system. This system will replace a protocol converter used to exchange Interfacility Data with host nation Area Control Centers at OCONUS air bases. The APEX system will interface with the Standard Terminal Automation Replacement System (STARS) and enable communication with host nation ATC automation systems. It will facilitate flight data processing and track data processing between STARS and host nation systems.

• Develop protocol converters for ATC message translation and processing
• Implement system redundancy with automatic fail-over capability
• Create and maintain a database of Flight Plans
• Provide multiple input/output devices for flight data entry and management
• Design a method for testing the APEX system independently
• Ensure compliance with NIST SP 800-53B security and privacy controls
• Implement data logging functionality
• Develop interface compatibility with STARS and host nation ACCs
• Enable flight data processing including amendments and cancellations
• Facilitate track data processing for handoffs and point outs
