The campaign aims to improve education regarding women's and maternal health, especially prenatal and postpartum healthcare visits. Buyer requires a contractor with experience in public health advertising, creative development, media buying, and campaign evaluation. The contract will have an initial term of two years with potential for extension.

- Minimum three years experience with advertising in public health or health-related field
- Fully integrated creative development department
- Minimum three years experience with CMS, Google Analytics, and Google Tag Manager
- In-house media buying capability with experience in all Arkansas media markets
- Develop and implement a comprehensive statewide media campaign
- Create, test, produce, place and manage media across multiple channels
- Conduct creative testing of new advertising materials
- Provide optimal media coverage to maximize budget
- Submit quarterly and annual written assessments of campaign impact
- Provide measurable results and outcomes on campaigns
- Attend planning and follow-up meetings at ADH offices
- Oversee all aspects of the contract as Lead
- Develop and coordinate earned media activities
- Provide a dedicated Account Executive in Little Rock area
