The buyer is seeking competitive sealed proposals for professional consulting services for Disaster Recovery and FEMA Public Assistance. The selected consultant will support the buyer's disaster recovery operations and FEMA Public Assistance preparation to expedite financial recovery and mitigation. Services include project formulation, grant management, documentation, procurement support, and engineering assistance. The consultant must have extensive knowledge of FEMA's Public Assistance Program and other federal/state programs.

• Provide guidance in recovering reimbursement for repair/replacement of critical infrastructure
• Collaborate on project formulation including damage assessments and project worksheet preparation
• Attend meetings with FEMA, state and insurance representatives
• Assist with management of FEMA-administered and other Federal/State grants
• Develop processes for obtaining and analyzing field documentation
• Assist in preparation of accurate PA emergency and permanent work project estimates
• Coordinate with engineering efforts for repair/construction of damaged facilities
• Ensure compliance with FEMA eligibility and cost reasonableness determinations
• Provide financial payroll and grant management services
• Assist with procurement and contract management support
