The buyer seeks to develop a Digital Water Permit System for Rwanda Water Resources Board. The system will facilitate water use permit issuance, management, and compliance tracking. It aims to enhance water resource management efficiency and support Rwanda's digitization goals. The project includes system design, development, testing, training, and deployment with post-deployment support.

• Experience working with Government of Rwanda Institutions on similar projects
• Data process or certificates from Rwanda's National Cyber Security Authority
• Not debarred by the U.S. government or named on restricted parties lists

• Design and develop a comprehensive Digital Water Permit System
• Implement user management, application, and permit management modules
• Create a concession mapping module with geospatial data integration
• Integrate the system with external databases and payment gateways
• Conduct thorough testing including user acceptance and security assessments
• Provide training to RWB staff on system use and administration
• Assist in system deployment and provide 6 months post-deployment support
