The buyer is seeking a qualified consultant to provide debris monitoring and disaster recovery services. The consultant will support the monitoring and management of debris removal contractors following emergency events such as tornadoes, floods, and ice storms. Services include coordinating with the City, monitoring contractor operations, documenting debris removal, and assisting with FEMA reimbursement processes. The contract will be for one year, renewable annually for up to three years total.

• Experience managing debris monitoring for at least three government entities
• Minimum of 250,000 cubic yards monitored for each client
• Knowledge and experience with FEMA and federal reimbursement processes
• Ability to mobilize quickly to Bentonville, Arkansas
• Experience with project worksheet preparation and contractor procurements

• Coordinate daily briefings and work progress with the City
• Monitor recovery contractor operations and make recommendations for improvement
• Certify contractor vehicles for debris removal using appropriate documentation practices
• Develop daily operational reports to keep the City informed
• Review and validate debris removal contractor invoices prior to submission
• Provide documentation and guidance for reimbursement from grant programs
• Monitor and maintain data for removal of hazardous trees and stumps
• Ensure traffic control safety is followed according to City standards
• Assist with selection and permitting of Temporary Debris Storage sites
• Evaluate and document debris generated by disaster events using GIS
