The buyer is seeking proposals from qualified providers to offer sex offender treatment services. The services are to be provided to youth and justice-involved youth in San Bernardino County. Providers must be licensed professionals certified by the California Sex Offender Management Board. The contract period will be for a maximum of five years beginning in March 2025.

• 1/9/2025 - Deadline for Submission of Questions
• 1/21/2025 - Proposal Due Date
• 3/1/2025 - Tentative Contract Award

• Licensed and certified by California Sex Offender Management Board
• Minimum 2 years experience providing counseling to sex offenders
• Ability to write reports and testify in court
• Current, active, and valid professional license in California
• No record of disciplinary action or suspension by licensing boards

• Provide sex offender treatment to youth and justice-involved youth
• Conduct psychological evaluations and assessments
• Perform in-depth psychological tests
• Develop treatment plans with therapeutic intervention strategies
• Provide one-on-one, group, and family therapy sessions
• Write reports and recommendations based on psychological tests and evaluations
• Testify in Juvenile Court when required
• Maintain appropriate licensure and certification
• Secure alternative funding when possible (e.g. Medi-Cal)
• Comply with HIPAA and other privacy regulations
