Buyer seeks to contract with a Child Placing Agency to conduct home assessments and supervise placement of children in Texas from other states. Services include conducting initial assessments and home studies for foster and adoptive homes, and monitoring placements. The contractor must ensure safety, permanency, and well-being of children being placed. Services will be provided for DFPS Region 6 and Region 7. Buyer will award one contract to serve these regions.

• 12/30/2024 - Pre-proposal Conference and HSP Training
• 1/3/2025 - Deadline for Submitting Questions
• 1/8/2025 - Tentative Date Responses to Questions Posted
• 1/11/2025 - Deadline for courtesy HSP review
• 1/21/2025 - Proposal Due Date

• Hold valid Health and Human Services Child Care Regulation issued license
• Be in good standing with CCR license
• Have 3 years experience providing adoption and foster care services
• Be financially solvent and adequately capitalized

• Conduct initial assessments and home studies for foster, adoptive and dual licensed homes
• Monitor foster and/or adoptive placements per Child Care Regulation Minimum Standards
• Provide ICPC Services until Sending State's legal case is dismissed or adoption is consummated
• Ensure safety, permanency, and well-being of children being placed from out of state
• Comply with Child Care Regulation Minimum Standards for Child Placing Agencies
