Buyer seeks a licensed provider to offer ASAM Level 0.5 and Level 1 substance use disorder outpatient treatment services for uninsured or underinsured children and youth. The program requires culturally relevant education and treatment services for clients under 18 and their families. Services must be provided in the evenings and after school hours, with bilingual capabilities. Buyer aims to serve approximately 50 clients at any given time with an estimated 100 clients annually.

- Be certified by the State of Maryland to provide outpatient alcohol and drug treatment
- Participate as a panel provider for at least three managed care organizations
- Comply with COMAR regulations for substance use treatment services
- Maintain national accreditation by a State-approved accrediting body
- Provide Level I and 0.5 ASAM outpatient substance use treatment services
- Develop and implement individual treatment plans for clients
- Conduct urinalysis and adjust treatment based on results
- Provide 24-hour crisis response coverage for clients
- Offer bilingual services for non-English speaking clients
- Maintain client records and report program outcomes
- Implement client satisfaction surveys and quality improvement measures
- Coordinate with other agencies and service providers
- Seek reimbursement from Medicaid and third-party insurers
- Comply with federal, state, and local regulations
