The buyer is seeking financial advisory services from qualified firms with experience in public sector entities. The selected firm will provide advice and expertise on financial and fiscal matters. Services include reviewing and recommending strategies to meet financial goals, budgetary objectives, and debt management standards. The contract term is for five years with an option to extend for two one-year periods.

• 1/23/2025 - Proposal Due Date
• 7/1/2025 - Project Start Date (anticipated)

• Offeror must be a Registered Municipal Advisor with the Securities and Exchange Commission

• Identify strategies to enhance Agency's financial position
• Assist in optimization of Agency's financial model
• Review loan, grant, and financing documents
• Assist in maintaining credit rating agency relationships
• Develop debt capacity models and design debt structure
• Evaluate refinancing and restructuring opportunities for existing debt
• Assist in all aspects of new debt issuance
• Prepare credit profiles for rating agencies
• Provide ongoing financial advisory services
• Review and form Financial and Debt Policies
