The buyer seeks qualified providers to establish and operate a Day Space Pilot Program and/or a Methadone Maintenance Treatment (MMT) Program. The Day Space program will serve unsheltered homeless individuals, particularly those with substance use disorders. The MMT program aims to improve methadone access for Portland residents experiencing substance use disorders. Applicants may apply for one or both programs. Funding is available to support first-year program operations, with potential extension into the second year.
- 12/17/2024 - Pre-Qualification Call for Day Space
- 1/24/2025 - Proposal Due Date
- 3/1/2025 - Anticipated MMT Program Opening
- Registered non-profit organization exempt from federal taxation under Section 501(c)(3)
- For-profit organizations with proven track record serving populations with Substance Use Disorders
- Good standing with current licenses and relevant registrations
- Establish and operate a Day Space Pilot Program for unsheltered individuals
- Provide daytime respite, meals, showers, laundry, and housing navigation services
- Establish and operate a Methadone Maintenance Treatment (MMT) Program
- Provide methadone treatment services in accordance with federal, state, and local regulations
- Implement neighborhood management plans and security measures
- Track and report program data and outcomes
- Develop sustainability plans for continued operations
