The buyer is seeking proposals from certified public accountants to conduct Measure A compliance audits for fiscal years 2024-2025 and 2025-2026. The audits will verify proper allocation and use of sales tax receipts according to the Measure A Expenditure Plan. The selected firm will review documents, verify fund allocations and expenditures, conduct interviews, and present findings to the Oversight Committee.

• Independence from County of Marin
• License to practice in California
• Minimum 5 years experience in compliance audits of local tax measures
• Demonstrated capacity to complete work on schedule
• External quality control review report

• Review background documents including Ordinance 3760 and Expenditure Plan
• Verify correct allocation of Measure A sales tax receipts to programs
• Verify payments made from Measure A funds were for allowable activities
• Verify payroll costs charged to Measure A funds were appropriate
• Verify County did not exceed 5% administration cost limit
• Conduct entrance and exit interviews with County Parks staff
• Issue opinion on whether expenditures complied with Ordinance and Expenditure Plan
• Develop annual compliance audit report
• Present audit report to Measure A Oversight Committee
