Community Monitor Committee

Buyer seeks an independent Community Monitor to oversee compliance of the Altamont Landfill and Resource Recovery Facility. The monitor will review documents, conduct inspections, and report on environmental compliance. Buyer requires expertise in landfill operations, environmental monitoring, and regulatory compliance. The initial contract is for three years with an option to renew for an additional three years.

• 2/10/2025 - Deadline for submitting questions
• 2/17/2025 - Proposal Due Date

• Minimum 10 years experience in landfill design, construction, operations, and regulatory oversight
• Familiarity with the Settlement Agreement
• Possess a California Professional Engineers license
• Expertise in monitoring environmental impacts
• Experience monitoring compliance with CEQA mitigation measures
• Familiarity with solid waste landfill operations and regulations
• Ability to communicate environmental information clearly
• No conflict of interest with WMAC or parent company

• Review reports, documents, and data submitted by WMAC to regulatory agencies
• Conduct inspections of the Altamont Landfill and Resource Recovery Facility
• Prepare reports on ALRRF's compliance with environmental laws and regulations
• Present findings to the Community Monitor Committee
• Review documents related to Conditional Use Permit and compliance reviews
• Evaluate testing data for acceptability of variance waste
• Prepare meeting agendas and minutes for CMC meetings
• Notify CMC of any suspected noncompliance with regulations
• Conduct independent truck counts at ALRRF entrance
• Liaise with WMAC and regulatory agencies
