Buyer seeks an organization to design, administer and implement an innovative one-stop workforce development system in the Merrimack Valley area. The selected provider will operate career centers in Lawrence and Haverhill, providing WIOA Title I Adult, Dislocated Worker, and Youth program services. The provider will be responsible for achieving WIOA performance measures and developing partnerships with employers and community organizations. Buyer aims to establish a customer-focused, results-driven workforce system aligned with regional economic needs.

• Must be an eligible entity as described in Section I.C.
• Minimum 5+ years of experience providing workforce development services
• Ability to operate one-stop delivery system in compliance with WIOA regulations

• Design, administer and implement innovative one-stop workforce development services
• Provide WIOA Title I Adult, Dislocated Worker, and Youth program services
• Operate comprehensive career center in Lawrence and affiliate center in Haverhill
• Develop and implement functional approach to multi-partner office operations
• Achieve WIOA performance measures for Adult, Dislocated Worker and Youth programs
• Provide career services, training services, and employment activities
• Develop relationships and networks with employers
• Implement industry or sector partnerships
• Manage facilities, property and inventory for career centers
• Develop marketing and outreach plan for one-stop delivery system
