Buyer is seeking proposals to develop and test strategies for planning and implementing a Composting and Food Waste Reduction Pilot Project. The project aims to generate compost, increase access to compost for agricultural producers, reduce reliance on fertilizer, improve soil quality, encourage waste management business development, reduce municipal food waste, and divert food waste from landfills. Buyer encourages proposals that address environmental justice, racial equity, climate investing in disadvantaged communities, and climate smart agricultural practices. The project period is anticipated to run until May 30, 2026.

• Must be a non-profit organization certified under Section 501(c)(3) of the Internal Revenue Code
• Must be incorporated as a nonprofit organization in the State of Hawaii
• Must be current on all registration requirements for charitable organizations with the State of Hawaii Attorney General

• Develop strategies for planning and implementing a Composting and Food Waste Reduction Pilot Project
• Generate compost and increase access to compost for agricultural producers

• Reduce municipal food waste and divert residential/commercial food waste from landfills
• Incorporate plans to make compost easily accessible to agricultural producers and community gardeners

• Collaborate with multiple partners on project implementation
• Monitor and evaluate project outcomes and impacts
• Submit required reports including interim and final reports
