The buyer is seeking a qualified consultant to lead the redevelopment of a key downtown area. The project encompasses over 8 acres with potential expansion to nearly 15 acres. The goal is to transform the area into a dynamic mixed-use development. The selected consultant will develop a comprehensive master plan including new retail, restaurant, office, and residential spaces, as well as public spaces. The project aims to create a vibrant Live-Work-Play environment embodying the '15-Minute City' concept.

- Develop master plan integrating residential and nonresidential uses

- Assist in developing project budget and phasing plan
- Prepare cost estimates throughout the process
- Create design document for zoning and code changes
- Develop pattern book for design guideline development
- Provide digital documents in AutoCAD and PDF formats
- Present plans to Mayor, City Council and staff
