Texas Energy Fund Financial Management Services

Buyer is seeking a contractor to perform comprehensive financial management services for the Texas Energy Fund. The contractor will conduct fiduciary oversight of enterprise-level and program-level transactions for the TEF and its four programs. Services include establishing financial processes, generating reports, creating data integrity standards, and providing technical assistance. The contractor will work with the TEF Administrator to help establish and oversee primary functions of the TEF.

- At least five years experience providing financial services for government-run grant/loan programs
- Working knowledge of regulatory frameworks for grant/loan processes funded by state/federal sources
- Expertise in developing electronic systems for financial data analysis and reporting
- Experience navigating Texas laws governing state agencies
- Establish financial processes for TEF payments and disbursements
- Generate and reconcile TEF-wide and program-specific financial reports
- Create standards for data integrity and security
- Develop procedures for enterprise-level budgetary monitoring and reporting
- Coordinate cashflows between PUCT and Texas Treasury Safe-Keeping Trust Company
- Monitor vendor payments, cash flow, and administrative expenses
- Perform monthly account reconciliation
- Create expenditure forecasts
- Manage TEF liquidity needs
- Provide technical assistance and training to PUCT staff
