The buyer is seeking a consultant to provide technical assistance for efficient implementation of Kansas' non-entitlement CDBG activities. The consultant will support new CDBG Special Round and Revolving Loan Fund program closure. Work can be completed remotely with no travel expected. The contract term is for two years with option to renew for three additional twelve-month periods.

- At least ten years combined CDBG leadership and consulting experience
- Minimum ten years experience in delivering or working with state non-entitlement CDBG programs
- Provide technical assistance on CDBG program implementation
- Support new CDBG Special Round and Revolving Loan Fund program closure
- Assess and develop CDBG program guidelines
- Identify issues with CDBG application rounds and train staff
- Ensure compliance of Community Centers program with HUD regulations
- Assist with 2026 Annual Action Plan process
- Prepare CDBG staff for HUD monitoring visits
- Participate in monthly virtual meetings with CDBG leadership
- Review and recommend improvements to CDBG program outputs
- Assist with closing NSP, RLFs, and existing projects in IDIS
