Borough of Leonia

The buyer seeks professional services to conduct a revaluation of all property in the municipality for the 2026 tax year. This includes physical inspections, data collection, valuation modeling, and public outreach. The revaluation must be completed by October 1, 2025 to be effective for 2026. The project requires expertise in property assessment, CAMA systems, and New Jersey tax regulations.

• Field personnel must have minimum 6 months revaluation field inspection or appraisal experience
• Firm must be qualified under N.J.A.C. 18:12-4.6

• Conduct physical inspections and measurements of all properties
• Develop land value models and improvement codes
• Create digital photographs of properties
• Prepare and mail notices to property owners
• Conduct informal hearings with property owners
• Assist with added assessment calculations
• Implement public relations program
• Defend valuations at tax appeals for two years
• Update CAMA system with new valuations
• Provide final values to county tax board
