The buyer seeks proposals for professional consulting services to manage the creation and adoption of new high-density residential zoning districts and associated General Plan Land Use designations. This rezoning program will allow and require high-density residential development in four unincorporated County areas. The project aims to implement the Rezoning Program in the County's 2023-2031 Housing Element and facilitate new residential development to meet the County's Regional Housing Needs Allocation. The work includes drafting regulations, conducting public outreach, coordinating with officials, performing environmental review, and obtaining Coastal Commission approval.

• Conduct full environmental review, including preparation of Environmental Impact Report
