- Prepare operating pro forma with programming options, costs, and revenue projections
- Evaluate potential sites and provide recommendations for suitable locations
- Recommend funding mechanisms and partnerships for building and operating the facility
- Present final report to Town Board and Parks, Recreation & Advisory Board
