The buyer seeks proposals for firm, dispatchable capacity and associated energy resources to meet projected customer peak demands starting in 2030. The buyer requires between 525 MW and 700 MW of net delivered capacity. Resources must provide firm capacity, dispatch flexibility, and support integration of intermittent solar energy. The buyer will evaluate all compliant resource alternatives relative to a self-build option.

• Provide at least 525 MW (Average Ambient Conditions) of capacity
• Guaranteed delivery start date or COD no later than December 31, 2030
• Use commercially-proven technology
• Provide dynamic scheduling capability
• Allow JEA to commit and decommit the proposed facility
• Include 5 days of on-site liquid back-up fuel storage and demineralized water storage/production

• Provide firm, dispatchable capacity and associated energy to meet projected customer peak demands
• Offer resources that provide firm capacity to contribute to meeting JEA's peak demand
• Meet JEA's requirement for dispatch flexibility
• Support integration of intermittent solar energy
• Provide dynamic scheduling capability (e.g. automatic generation control)
• Allow JEA sole rights to unit commitment and de-commitment
• Comply with EPA's 2024 published greenhouse gas standards
• Provide on-site liquid back-up fuel storage and demineralized water storage/production capability
• Submit detailed plans for transmission interconnection and upgrades
• Provide firm gas transportation for non-JEA operated resources
