The buyer seeks proposals from consultants experienced in benefits plan administration, financial analysis, monitoring, planning and compliance of self-insured benefits programs. The buyer provides comprehensive benefits for approximately 345 eligible employees, including self-funded medical, prescription, dental, and vision plans. The buyer also offers a fully-insured medical plan and various ancillary benefits. The selected consultant will provide strategic planning, compliance assistance, reporting, and participant advocacy services.

• Provide insurance brokerage and advisory services for employee benefit plans
• Represent the City in negotiations with carriers on premiums, benefits, and plan design
• Assist with implementation of new programs or changes to existing programs
• Conduct strategic planning sessions to review and manage employee benefits coverage
• Provide compliance assistance with federal and state reporting requirements
• Develop and maintain internal and external benefits website
• Facilitate onsite benefit education sessions and office hours
• Provide employee assistance for claims resolution through Benefit Advocate service
• Prepare RFPs for City benefit plans and evaluate responses
• Conduct annual competitive bidding for stop loss and present renewal options
