The buyer is launching an Economic Mobility Network initiative in two pilot locations - Sunset Park and Hunts Point. The buyer seeks to procure a Network Operator for each location to organize a coalition, identify priorities, implement projects, and monitor accountability. The goal is to expand local resident employment, training, work-based learning opportunities, and youth awareness of innovation industries. The buyer plans to award a 4-year contract to a Network Operator for each neighborhood.

• Design and implement annual stakeholder engagement plan
• Conduct annual workforce needs assessment in the community
• Identify minimum 8 workforce projects annually
• Implement approved slate of workforce projects annually
• Develop long-term governance strategy in Year 4
• Develop long-term funding strategy in Year 4
• Facilitate regular convening of coalition members
• Analyze workforce program reach and impact
• Develop detailed project proposals and budgets
• Provide quarterly project progress reports
