- Conduct quality assurance field and laboratory testing for soils, asphalt, concrete, and RCC pavements
- Perform periodic construction observations to verify compliance with plans and specifications
- Deliver services in accordance with VPA Capital Outlay Manual and Engineering Standards
- Demonstrate capability to service aggressive construction schedules
- Work with multiple engineering consulting firms on development programs
