• Must be insured by FDIC or NCUA
• Must be approved by Washington Public Deposit Protection Commission
• Must adhere to NACHA rules and federal banking regulations
• Must be 100% electronic and fully internet automated
• Must have contingency and disaster recovery plans

• Provide banking services including depository, disbursement, reconcilement, and ACH services
• Establish and manage zero-balance and concentration accounts
• Process deposits through Image Cash Letter and branch locations
• Provide online banking and reporting capabilities
• Offer prepaid debit card program for child support disbursements
• Handle domestic and international ACH and wire transfers
• Provide fraud prevention services like Positive Pay
• Offer customer service for cardholders and DCS staff
• Ensure compliance with banking regulations and data security standards
• Assist with transition of services at contract start and end
