• Evidence of successful implementation in at least ten Virginia school divisions of comparable size
• All tutors must complete at least 100 hours of structured literacy training

• Provide daily 15-minute one-on-one virtual literacy tutoring sessions
• Use structured, Science of Reading-aligned curriculum
• Conduct baseline assessments and progress monitoring
• Provide monthly reports on student progress
• Assign dedicated literacy specialists to each school
