The buyer seeks a partner to act as the Local Governance Partner (LGP) Intermediary for Early Start CT. The Intermediary will directly contract with and manage 50-70 newly established LGPs. It will serve as the crucial link between the state and local levels, managing and supporting LGPs to deliver services aligned with the buyer's vision. The Intermediary will facilitate implementation and management of a statewide LGP system to improve coordination across Connecticut's early childhood system.

• Provide sufficient staff including managerial and administrative support
• Be in sound fiscal health
• Adhere to Generally Accepted Accounting Principles
• Be registered with System of Award Management (SAM) by contract execution

• Contract with and manage 50-70 newly established Local Governance Partners
• Provide oversight and coordination across the LGP system
• Facilitate communication and feedback between OEC and LGPs
• Provide onboarding, technical assistance, and training for LGP Community Councils and Liaisons
• Develop and implement performance management framework to assess system progress
• Support LGPs in conducting data-driven community needs assessments
• Foster productive collaboration among LGPs and early childhood stakeholders
• Manage complex fiscal procedures and subcontracting with multiple entities
• Collect and analyze data from multiple partner organizations
• Identify system-wide areas of need for effective Parent Ambassador engagement
