The buyer is seeking competitive proposals from qualified applicants to implement the McKinney-Vento Education for Homeless Children and Youth program. The program aims to improve the identification, enrollment, attendance, and success of homeless children and youth. Funds will be used to provide services to help homeless students enroll in, attend, and succeed in school. The buyer will award subgrants to local education agencies to carry out these activities.

• 2/25/2025 - Deadline for submitting questions

• 3/19/2025 - Proposal Due Date

• Must be a Local Educational Agency that received FY25 Title I-A funding
• Must have an active UEI Number that is unrestricted and accessible at www.sam.gov

• Identify and recruit homeless children and youth for the program
• Provide tutoring, supplemental instruction, and enriched educational services
• Conduct expedited evaluations of strengths and needs of homeless children and youth
• Provide professional development for educators on needs of homeless children and youth
• Implement transportation assistance for homeless students
• Establish coordination with shelters and other agencies serving homeless youth
• Develop and implement dispute resolution procedures
• Conduct program evaluation to determine effectiveness and outcomes
• Manage grant funds and submit required reports and documentation
• Raise awareness of homeless students' rights and available services
