• Not been disbarred or prevented from participation in HUD-funded projects
• Can provide necessary staffing and services by full execution date
• Can begin transition period by date specified by WHA
• Have access to all HUD and state financial related systems
• Can meet master planning and reporting requirements

• Conduct detailed site analysis of current structures, infrastructure, and environmental conditions
• Perform studies on surrounding neighborhood demographics, economics, and amenities
• Develop and implement community engagement strategy with residents and stakeholders
• Create land use plan including residential, commercial, and public spaces
• Develop urban design guidelines for architecture, building heights, and green spaces
• Propose infrastructure improvements for transportation, utilities, and stormwater management
• Incorporate sustainability measures including energy efficient and all-electric design
• Outline phased development plan with timeline for implementation
• Conduct financial analysis including cost estimates and potential funding sources
• Compile findings and recommendations into comprehensive final report with visual aids
