The buyer is seeking consulting services to conduct a Business Improvement Area (BIA) Governance Review and Modernization Plan. The project involves analyzing current practices, assessing best practices from other municipalities, and providing recommendations to modernize the relationship between the City and its three BIAs. The consultant will engage with stakeholders, perform analyses, and deliver a final report with actionable recommendations and an implementation plan.

• Conduct in-depth analysis of current City practices and procedures for BIA operations
• Analyze best practices in other Ontario cities with multiple BIAs
• Develop resourcing strategy and recommendations for modernizing BIA relationships
• Perform SWOT analysis to identify strengths, weaknesses, opportunities and threats
• Develop and implement stakeholder engagement plan
• Prepare final report with best practices, recommendations, and implementation plan
• Assess current operational state of three Cambridge BIAs
• Recommend strategies to modernize BIA governance and relationship with City
• Clarify relationship between BIAs and City of Cambridge
• Identify funding recommendations for proposed changes
