• Experience developing strategic plans for public safety organizations, particularly fire departments
• Expertise in fire service operations, emergency response planning, and community risk assessment
• Knowledge of current industry standards, regulations, and best practices
• Ability to conduct comprehensive organizational assessments
• Strong analytical, project management, and communication skills

• Conduct organizational assessment of fire department structure, operations, and services
• Evaluate existing Community Risk Assessment and incorporate into strategic plan
• Develop strategic plan with mission, vision, core values and measurable goals
• Provide recommendations on staffing, infrastructure, and resource allocation
• Prepare comprehensive report and present findings to department leadership and City Council
