The buyer is seeking proposals for the administration of a home buyer counseling/purchase program. The program aims to provide affordable home ownership to low and moderate-income persons using HOME Program funds. The buyer requires services including client selection, counseling, loan facilitation, and reporting. The contract will be for a 12-month period with possible extension based on funding.

• Must be a MSHDA and/or HUD approved counseling agency
• Must provide three references demonstrating administration of MSHDA/HUD Homebuyer Counseling Program within last three years

• Administer home buyer counseling/purchase program for low and moderate-income persons
• Provide affordable home ownership using HOME Program funds
• Conduct open random selection process of program eligible clients
• Prepare and submit regular data and financial reports
• Provide HOME Match of 25% of HOME funds expended under contract
• Respond to inquiries regarding the DPA Program
• Promote and market homes available for purchase
• Facilitate application process including screening and pre-qualifying applicants
• Conduct mandatory Homebuyer/Credit counseling education classes
• Initiate loan servicing process and prepare closing documents
