- Create Implementation Plan for equitable service delivery
- Assess past technical assistance and service outcomes
- Analyze forestry assistance needs geographically and demographically
- Provide overview of challenges and opportunities
- Recommend actions to address service delivery shortcomings
- Deliver final Implementation Plan by December 2025
