The buyer is seeking a competent administration/management firm to assist with implementing a Texas Community Development Block Grant award for a Downtown Revitalization Project. The contractor will provide overall management services including project management, financial management, environmental review, real property acquisition, construction management, fair housing compliance, and audit/close-out assistance. The project aims to improve designated downtown areas to meet National Program Objectives.

• Experience managing federally-funded local public works construction projects
• Experience with specific project type
• Certified Administrator of TxCDBG Program by TDA
• Not debarred or suspended from the Excluded Parties List System (EPLS)

• Develop recordkeeping system consistent with program guidelines
• Assist in procurement of professional consulting engineering services
• Prepare and submit documentation for amending TxCDBG contract
• Conduct environmental clearance procedures
• Assist with real property acquisition activities
• Establish procedures to document local construction expenditures
• Assist in developing and implementing fair housing activities
• Prepare required reports and close-out documents
• Assist with financial management and drawdown of funds
• Provide overall project management and regulatory compliance
