The buyer seeks to implement a Statewide Longitudinal Data System (SLDS) to connect education and workforce data across agencies. The system will support effective state investments and assist Colorado residents in making education and training choices. The buyer requires design, development, and implementation of the SLDS solution, including data pipelines, identity resolution, and dashboard reporting. The project must be completed by June 2026 with hypercare support until September 2026.

• Successfully built and deployed longitudinal data warehouse using public sector data within past 5 years
• Minimum 3 years organizational experience with full lifecycle of data
• Robust experience with Snowflake, Azure and Tableau

• Design and build SLDS solution including data models and pipelines
• Implement identity resolution across data sources
• Create Tableau dashboards for reporting
• Perform testing including integration, system, and performance testing
• Provide knowledge transfer and documentation to OIT team
• Deliver first annual dashboard report by June 15, 2026
• Provide hypercare support until September 15, 2026
