Consultant Roster for Municipal Technical Assistance
Rhode Island Housing and Mortgage Finance Corporation
The buyer seeks to create two rosters of consultants to assist municipalities with housing development projects and transit-oriented development zoning changes. The Pipeline Development program will help identify and advance residential projects, particularly those with affordable units. The Transit-Oriented Development Zoning Technical Assistance Program will support zoning changes enabling housing near transit. Consultants will provide specialized services directly to municipalities under contract with the buyer.

- Assist municipalities in identifying residential development opportunities, particularly affordable/middle-income units
- Support municipalities with zoning changes enabling housing development near transit
- Conduct site identification and analysis for potential housing developments
- Perform predevelopment activities like environmental assessments, surveys, soil testing
- Develop and implement permitting strategies
- Conduct financial feasibility analysis including market analysis and project proformas
- Study municipalities to analyze barriers, capacity, and impacts of transit-oriented development
- Draft zoning by-laws for transit-oriented development areas
- Facilitate meetings to adopt zoning revisions
- Create strategic plans to attract development with implementation steps
