The buyer seeks to create two rosters of consultants to assist municipalities with housing development projects and transit-oriented development zoning changes. The Pipeline Development program will help identify and advance residential projects, particularly those with affordable units. The Transit-Oriented Development Zoning Technical Assistance Program will support zoning changes enabling housing near transit. Consultants will provide specialized services directly to municipalities under contract with the buyer.

  • Support municipalities with zoning changes enabling housing development near transit
  • Conduct site identification and analysis for potential housing developments
  • Perform predevelopment activities like environmental assessments, surveys, soil testing
  • Develop and implement permitting strategies
  • Conduct financial feasibility analysis including market analysis and project proformas
  • Study municipalities to analyze barriers, capacity, and impacts of transit-oriented development
  • Draft zoning by-laws for transit-oriented development areas
  • Facilitate meetings to adopt zoning revisions
  • Create strategic plans to attract development with implementation steps
